UTF-8 comptabile?

Does the script work well with utf8 since I would like to host forums using non-western characters? And if it's easy to customize the frontpage and registration page for english user and other language user at the same time?

Yes, you can set charset for pages (signup, home, terms, etc) via language file like the one of phpBB.
